Right-Of-Way Excavations

The "Standard Specifications for Road and Bridge Construction" (SSRB) prepared by the Illinois Department of Transportation and the following special provisions govern the procedures and the construction practices for street excavations.

RESPONSIBILITY

No private contractor shall perform any right-of-way excavation without a permit from the Department of Public Works. In the event the permit or any of the permit specifications are not clear, the Public Works office should be contacted for clarification. The Applicant shall assume all liability for any damage to existing utilities in, along or upon the City right-of-way. It is the Applicant’s responsibility to have all utilities located prior to commencing work. The permit holder shall be solely responsible for any accident/damage resulting from the Applicant’s work or the repair thereof.

TRAFFIC SAFETY

All construction operations shall be conducted in a manner to insure minimum hindrance to traffic using the roadway.

Unless specifically allowed by the City, no street detours, lane closures or shoulder usages are authorized.

The applicant shall furnish, erect, maintain and remove all barricades, lights, etc., as well as provide, when necessary, flagpersons for the protection and safe accommodation of traffic on the roadway affected by this work.

The traffic controls utilized shall be in accordance with the State of Illinois Manual of Uniform Traffic Control Devices and the appropriate Illinois Department of Transportation State Standard Specifications, which are minimum requirements. The Director of Engineering may require additional traffic control devices, as he deems necessary.

The pavement or sidewalk shall not be blocked by loading, backfilling or hauling equipment. When excavations are made in the pavement, not more than one lane of pavement shall be closed to traffic.

In cleaning operations, the Applicant shall take care not to deposit dirt or foreign material in pavement or gutters or to block or plug drainage catch basins. If such care is not taken, the Applicant will be back-charged for cleaning, sweeping, etc. at the direction of the Public Works Director.

The Applicant shall properly furnish, erect, maintain and remove all barricades, lights, etc., for the safe handling of pedestrian and/or vehicle traffic for all openings made within the permit area during all work performed by him. Such traffic control and safety devises shall meet the approval of the Director of Engineering or Director of Public Works.

PAVEMENT EXCAVATION

Excavations made in the pavement shall be completed and backfilled in one day unless (a) steel plates adequately anchored are placed over the excavation or, (b) a properly controlled traffic diversion is authorized by the Public Works Director.

All edges of pavement openings shall be cut with a concrete saw to a depth of not less than two (2) inches or to full depth of bituminous concrete replacement, whichever is greater. Openings in P.C. Concrete Pavements shall be made at existing construction joints wherever possible.

If the P.C. Concrete base of a bituminous resurfaced pavement is not shattered or cracked beyond the limits of the pavement opening, the edges may be trimmed with a pneumatic hammer using a chisel or nail point. All deteriorated concrete or concrete cracked during permit work shall be removed to point where solid concrete exists. Further pavement saw cutting may be necessary in this case to prevent damage to pavement areas beyond the proposed opening.

The Applicant shall haul away and properly dispose of all excavated material. Walls of trenches shall be adequately braced to prevent cave-ins. Such cave-ins, should they occur, will require additional pavement removal to a point where undisturbed sub-base exists. Compliance with all OSHA regulations and procedures shall be the sole responsibility of the Contractor.

Tunneling shall be defined as the use of any means other than an auger to remove soil or other material from underneath any existing pavement curb, or sidewalk, and shall not be permitted. Auguring shall be permitted provided that the diameter of the augured opening shall not be more than two inches greater than the diameter of the pipe to be placed therein.

No construction materials of any kind shall be stored on the Public Right-of-Way.

Whenever a pavement opening in a P.C. Concrete pavement is made less than 3 ft. from a pavement edge, construction joint, crack, etc., the pavement opening will be enlarged to meet the edge, joint or crack so that the entire area will be repaired as one patch.

BACKFILL

Backfill over conduit may be made with fine aggregate (FA-1, 2 or 3), or coarse aggregate (CA-13 or CA-7), to a point 6 inches above the conduit. All backfill material shall be placed in layers not to exceed 8 inches loose and be mechanically compacted in place. The permittee shall notify the City of Des Plaines Public Works Department 24 hours in advance of backfilling. No backfilling shall be done except under the auspices of the Director of Public Works, or his designated representative.

The remaining backfill material to the surface elevation shall be controlled low strength material (CLSM), Mix 1, otherwise known as flowable fill. Mix 1 must meet the following requirements:

Compressive 28 days 90 days
Strength 30-80 psi 100 psi ma.
Slump 10-12 inches  
Air 1-30%  

PAVEMENT REPLACEMENT

Permanent flexible pavement replacement will be made by the City. The permittee shall make payment at the rate of $55.00 per linear foot for pavement replacement at the time of making application. The linear footage shall be estimated for the application by assuming the pavement dimensions being 2 ft. larger (1 ft. around the perimeter) than the projected size of excavation. The Applicant will be billed for any overages of the actual replacement over the quantity in the permit. Failure to pay the additional cost within 30 days of billing shall result in the Applicant being denied from future work on City property for a 5-year period.

Permanent rigid pavement replacement shall be made by the Applicant in accordance with the applicable portions of Section 304 of the Standard Specifications of the Illinois Department of Transportation except that the concrete mixture shall utilize either a high-early strength Portland cement or a 7-bag mix of regular Portland cement. Temporary flexible pavement replacement shall be made by the applicant to bring excavation to surface grade.

Replacement of full width openings shall be done one-half at a time allowing the first half to adequately cure prior to placing the remaining half.

SIDEWALK, CURB & GUTTER REMOVAL AND REPLACEMENT

Openings in P.C. Concrete sidewalk, curb and gutter shall be made along existing construction joints unless authorized by the Director of Engineering. All edges of the opening shall be cut with a concrete saw to a minimum one-half of the depth of the existing structure prior to breakout with pneumatic hammer.

Backfill material beneath P.C. Concrete sidewalk, curb and gutter to be replaced shall be crushed CA-6 placed in an 8 inch layers (loose) and mechanically compacted in place.

Three pieces of ½" epoxy coated rebar shall be used for sidewalk over trench.

The Applicant has the responsibility of replacing P.C. Concrete sidewalk, curb and gutter in accordance with City and IDOT SSRB specifications. The following minimum concrete specifications are required:

Cement 6 bags of Type I per cu. yd.
Aggregate 1.5 inch maximum
Slump 4 inch maximum
Air-Entrainment 5% to 8%
Curing Time 72 hours with securely anchored polyethylene
Strength 3500 psi in 14 days
Sidewalk Thickness 5" minimum, 6" minimum for portions across driveways
Curb & Gutter Flag Thickness 10"

The Applicant and/or his Contractor shall be responsible for adequately protecting the new concrete and for proper and safe pedestrian and/or vehicle traffic control.

LANDSCAPING, SEEDING AND SODDING

All excavations made in sodded parkways shall be replaced with sod surface. In other areas the top four inches of excavation shall be replaced with topsoil and the entire disturbed area seeded. The Applicant shall be responsible until the area is established. The Applicant shall not trim, cut or in any way disturb any trees or shrubbery along the parkway without the approval of the Director of Public Works or his duly authorized representative.

PERMITS

The Applicant shall obtain any and all necessary City, State, utility, etc., permits for work to be performed and remit to the applicable agencies all required fees, deposits, etc., which may be required.

ADDITIONAL CHARGES

Any costs incurred by the City of Des Plaines as a result of failure to conform to these specifications will be charged to the Permit Applicant.
