Sanitary Sewer Lateral Program Procedure

Effective March 2005, the City of Des Plaines has assumed certain maintenance responsibilities for sanitary sewer laterals located within rights-of-way and easements of the City. A sanitary sewer lateral is the sewer line that runs from the house to the sewer main in the street, parkway, or easement area. If a homeowner experiences a sanitary sewer backup, the following procedure must be followed in order for the work to be eligible for thirty percent (30%) reimbursement by the City.

  • Call the Public Works Department at 391-5464 so that the department can inspect the sewer main in front of the home to confirm that the main is not blocked and causing the back up.
  • If the main is not blocked, the homeowner will be directed to contract with a plumber to check their individual sewer line. If the plumber discovers blockage within the right-of-way, the Plumbing Inspector must be contacted at 391-5305 to verify that the blockage is the City’s responsibility. If the blockage is located within the right-of-way or easement and can be cleared, the homeowner will be eligible for a reimbursement of 30% of reasonable rodding costs up to $350 or a maximum of $100.00.
  • If the blockage cannot be cleared by rodding and the problem is within the right-of-way or easement, the Plumbing Inspector will make the determination to contact a City contractor or authorize the homeowner’s plumber to proceed to make the repairs at the homeowner’s cost. Thirty percent (30%) will be reimbursed with a maximum of $1,500.00.
  • If the blockage is not within the right-of-way or easement, the homeowner will be responsible for all costs.
  • The homeowner is responsible for all routine maintenance costs for sewer laterals not within right of way or easement.
  • If a homeowner repeatedly has sewer lateral drainage problems and suspects a defect exists within a right-of-way or easement, we recommend that they hire a plumber that is equipped with a closed-circuit television camera to have the line televised. If a defect is discovered within the right-of-way or easement by this method, the Plumbing Inspector must be contacted at 391-5305 to verify the defect. Assuming the defect within the right-of-way or easement is confirmed, the Plumbing Inspector will make the determination to contact a City contractor or authorize the homeowner’s plumber to proceed to make the repairs. Further, the homeowner will be eligible for a reimbursement for reasonable costs for the televising work of 30% of $350 with a maximum of $100.00.
