2015 Contract B - Algonquin Road Sewer Project

March 21, 2017 

STARTING ON THURSDAY, MARCH 23, the contractor is scheduled to begin work at the intersection of Andrea Lane and Morray Court. This operation will result in closing Andrea Lane from Jill Ct to Algonquin Road.

Local traffic will be allowed, however there may be delays due to equipment maneuvering and material deliveries.

2015 Contract B - Algonquin Road Sewer Project

March 2, 2017 

The contractor is scheduled to resume the Sewer Diversion project on March 6, 2017. They may begin preliminary layout, utility locating, and other preparatory work at any time.

The sewer line will be augered to minimize surface disruption. However, work areas will be established at locations where new manholes will be installed. In order to complete the work, the following items may impact residents:

  • Each work area is approximately 30 feet by 80 feet, and may vary depending on equipment and materials needed. Temporary access will be maintained for driveways. Each work area will be utilized for approximately six to eight weeks.

  • The water main may need to be temporarily shut down at various locations due to the work. Water shut downs will be scheduled in advance and affected residents will be notified accordingly.

  • Several trees at each work area will need to be removed in order to allow for access and safe maneuvering of equipment. New replacement trees will be planted after the project is complete. More information will be available concerning replacement tree species at a later date.

  • Street light poles at each work area will need to be temporarily removed. These will be reinstalled once the work is complete at each location.

  • There will be street and intersection closures at various times and locations. More detailed information concerning work areas, street closures, detour routes and the project schedule will be distributed as the project progresses.

STARTING ON TUESDAY, MARCH 6, the intersection at Andrea Lane and Algonquin Road will be CLOSED TO ALL TRAFFIC. A detour route will be established using Jill Court and Leslie Lane to enter and exit the neighborhood.

2015 Contract B - Algonquin Road Sewer Project

Due to winter conditions, the contractor will suspend the project until Spring 2017. The work will resume on Algonquin Road just east of Kolpin/Seymour and will proceed in the order of the streets and limits listed above. The new anticipated final completion date is October 20, 2017.

2016 Contract B - Project Suspension

December 15, 2016 

Cornell Avenue

Unfortunately, due to the recent snowfall and extended forecast of freezing temperatures, the remaining work of sod restoration will be suspended until weather permits in spring 2017.

Upon placement of the sod next year, the contractor will be responsible for watering, maintenance, and care of the new sod (as necessary) during the first month until the roots are established. After 30 days following sod placement, the city will inspect the sod for acceptance. If it is in a healthy condition, the sod will be accepted. You will receive another notice from the City informing you of acceptance or rejection of the new sod.

For those residents who already had sod placed this year, the city will inspect the sod for acceptance in the spring of 2017. If the sod is in a healthy condition, with the roots knitted to the soil, the sod will be accepted. You will receive another notice from the City informing you of acceptance or rejection of the new sod.

2016 Contract B - Construction Update 11/10/16

November 10, 2016 

Cornell Avenue (State to Harvard)

The general contractor has paved the first layer of asphalt pavement. Next, the utility subcontractor will adjust any manhole frames in the pavement to the proper elevation. The contractor will also begin grading parkways in preparation for topsoil and sod. They plan to pave the final layer of asphalt pavement on Thursday, November 17. After the pavement surface is completed, the landscaping subcontractor will place topsoil and sod. Streetlights will be replaced and pavement striping will also be completed in the near future.

3-hour parking restrictions have been lifted on Ardmore Road (State to Princeton) and the north side of State Street (Stratford to Cornell). 24-hour parking will be allowed on these streets for the duration of the project.

2016 Contract B - Construction Update 10/25/16

Cornell Avenue (State to Harvard)

The general contractor will place stone to provide driveway access for residents on the east side of Cornell on Wednesday, October 26. Also that day, the general contractor will begin removing sidewalk and driveway access on the west side of Cornell. The concrete subcontractor is scheduled to pour sidewalk on Monday, October 31. They will then pour curb & gutter on Tuesday, November 1, and driveway aprons on Wednesday, November 2. All work is weather permitting. The contractor is scheduled to begin grading and rolling the stone road base for paving on Monday, November 7. They plan to pave the first layer of asphalt pavement on Wednesday, November 9. 3-Hour parking restrictions have been lifted on Ardmore Road (State to Princeton) and the north side of State Street (Stratford to Cornell). 24-hour parking will be allowed on these streets for the duration of the project. One side of Cornell is being completed at a time to prevent all residents from losing driveway access at the same time.

2016 Concrete Program - Construction Update 10/25/16

October 25, 2016 

The seed and sod restoration along the concrete improvement work has been completed as of October 21. The contractor is responsible for watering, maintenance and care of the new sod during the first month because the roots are not established yet until the end of the first month. Beginning 30 days after sod placement, the city will inspect the sod for acceptance. Sod will not be replaced following acceptance by the city. Due to the late placement of sod this year, it is highly likely that the sod will go dormant before the roots are established. The City will then inspect the sod for acceptance once the spring growing season has begun. You will receive another notice alerting you whether the sod has been accepted or rejected next spring.

Once the new sod has been accepted by the City, the homeowner is responsible for watering, maintenance and care of the new sod. Please be aware that the new sod is more susceptible to drying out next summer than an existing lawn because the roots are only somewhat established. It will take some time for the new sod to withstand extreme heat so additional care by the homeowner, such as watering or cutting at a higher mower height, may be necessary to ensure that the lawn remains alive and vibrant.

This phase of work involves removing the existing asphalt pavement, repairing and grading the stone base and paving the base course of new asphalt pavement. 2016 Contract B - Construction Update 10/8/16

October 8, 2016 

Cornell Avenue (State to Harvard)

The contractor will continue the pavement removal and road reconstruction process next week, which should be completed by Tuesday, October 11, weather permitting. They will begin removing sidewalk and driveway access from the east side of Cornell later next week.

Nicor Gas is scheduled to lower a 2” gas main at the east intersection of Cornell and Drake on Monday, October 10.

The existing sanitary sewer on the west side of Cornell is scheduled to be repaired from State to Princeton via cured in place pipe lining. Visu-Sewer is the subcontractor hired to do this work. Visu-Sewer is scheduled to begin this work on Thursday, October 13, and should be finished by Wednesday, October 19. Only residents on the west side of Cornell will be affected by this work. During this pipe repair work, residents will be heavily discouraged from using water or flushing toilets, as each sanitary service line will be blocked for the day. Visu-Sewer will notify which houses will be affected the day before.

2016 CIP – STREETSCAPE/ROADWAY IMPROVEMENTS US RTE 12/45 (LEE ST.) FROM THACKER STREET TO ELLINWOOD STREET (TIF #1 DOWNTOWN STREETSCAPE PHASE III)

October 7, 2016 

Lee St. (Ellinwood St. to Prairie Ave.) is scheduled for Streetscape/Roadway improvements as part of the 2016 Capital Improvement Program, Streetscape/Roadway Improvements US Route 12/45 (Lee St.) from Thacker St. to Ellinwood St. The City Contractor is Lorusso Cement Contractors Inc., and the City of Des Plaines has retained SPACECO, Inc. to observe all construction operations.

The scope of the project is to install sidewalk, curb and gutter, granite pavers, trees, sod, irrigation, lighting, plantar/seating walls, site furniture, signage and other improvements to rehabilitate the streetscape. Although the overall project extends south of Prairie Ave. to Thacker St., the improvements scheduled to be completed in 2016 are limited to Lee Street between Ellinwood and Thacker.

The anticipated completion date of this phase of the project is Friday, November 18, 2016, although minor finishing work may take place for a couple weeks after. This schedule is tentative and all work is weather dependent. Unknown utility conflicts may also cause delays.

The contractor has completed the topsoil and sod in the parkways on WEST GRANT and NORTHWEST.

The contractor will continue to adjust b-boxes in the parkways and utility frames in the pavement to the final grade on WEST GRANT and NORTHWEST.

Miscellaneous concrete punchlist work will be done this week on WEST GRANT and NORTHWEST.

Des Plaines River Road Construction Update 9/30/2016

September 30, 2016 

The project is substantially complete. Major operations are finished. All lanes of River Road, Oakton and Algonquin are open to traffic.

The contractor will now focus on smaller remaining work items and any punch list work. Please continue to use caution when traveling through the area. Construction equipment and workers will continue to be present. Daily lane closures will be utilized throughout the project until final completion.

All underground utility work has been completed on Cornell. The contractor will continue the pavement removal and road reconstruction process next week. The contractor should reach the intersection of Cornell and Princeton by approximately October 4-5, weather permitting. Cornell is being completely reconstructed from State to Princeton.

Between Princeton and the north end of Cornell, we will be patching the pavement at the utility trenches and then resurfacing the full width of pavement.

On Monday, September 12, the Contractor will begin the work for paving the base course of asphalt pavement on WEST GRANT and NORTHWEST. It is anticipated this phase of work will take approximately 3 days. This phase of work includes fine grading the stone base and then paving the new asphalt base course of pavement.

In order to complete this work, there will be NO DRIVEWAY ACCESS for all residents on WEST GRANT and NORTHWEST on TUESDAY 9/13 through WEDNESDAY 9/14. All driveways will be accessible once the paving is complete. Paving is expected to be complete by the end of the workday on Wednesday, 9/14.

TOUHY AVE CLOSURE FOR UNION PACIFIC RAILROAD CROSSING REPAIRS

September 8, 2016 

The Illinois Department of Transportation (IDOT) announced that a closure will take place on Touhy Avenue (Illinois 72) between Elmhurst Road and Mount Prospect Road, in Des Plaines, beginning, weather permitting, Monday, Sept. 12. The closure is necessary for the Union Pacific Railroad to make repairs to its crossing on Touhy Avenue.

In order to complete the work, Touhy Avenue will be closed at the Union Pacific Railroad tracks immediately west of Mount Prospect Road until no later than Sept. 22. Touhy Avenue will remain open to local traffic from the west between Elmhurst Road and the railroad tracks.

A detour will direct eastbound Touhy Avenue traffic north on Elmhurst Road, east on Oakton Street and south on Mount Prospect Road to reconnect with Touhy Avenue. Westbound traffic will take the reverse route. The detour does run through a work zone with lane closures at the Elmhurst Road and Oakton Street intersection as part of the Illinois Tollway's reconstruction of the Jane Addams Memorial Tollway (Interstate 90) and Elmhurst Road interchange.

Motorists can expect significant delays and should allow extra time for trips through this area. Drivers are urged to pay close attention to flaggers and signs in the work zones, obey the posted speed limits and be on the alert for workers and equipment.


Des Plaines River Road Construction Update 9/2/2016

September 6, 2016 

Construction of the new concrete pavement is complete. Placement of the new pavement markings is continuing and scheduled to be complete week ending 9/9/16.

The contractor is continuing to place concrete for sidewalk and a few remaining driveways throughout the project. This work continues to be delayed but is anticipated to be complete (less punch list work) by week ending 9/9/16.

Asphalt work on Oakton, Algonquin and on River Road is complete. All residential and commercial asphalt driveways are also complete. The remaining asphalt work at various side streets (tie-ins) is scheduled for next week.

Landscape restoration has begun. Topsoil, sod and plantings have been placed throughout the project. The landscape contractor will continue restoration during the next couple weeks, weather depending. Residents affected with landscape restoration will receive a notice shortly describing the care for the new sod. Your cooperation is appreciated.

Traffic signal work is almost complete at both the Oakton and Algonquin intersections. Traffic signals are scheduled to be turned on following a final inspection in two weeks. Street lighting work at the Oakton intersection is also continuing and is scheduled to be operational following a final connection by ComEd.

All work may be delayed due to weather or unforeseen circumstances. Your patience and cooperation are greatly appreciated.

Construction signage and flaggers will continue to be used throughout the project. Expect delays while traveling through the project area and use an alternate route if possible.

The roadway work will continue on West Grant. This phase included the removals of existing pavement, driveway aprons and sidewalk, and excavation for and placement of new stone base. Concrete work will begin after all base is placed. No schedule has been determined at this time.

On Monday, August 22 the contractor will begin construction of the new storm sewer on Good Avenue between Suffield and Ballard. Installation will start at Suffield and proceed to the south to Ballard. It is anticipated that this work will take approximately 5 days.

Cornell Avenue (State to Harvard)

This week, the contractor will be removing and replacing the sanitary sewer in the east parkway from Drake to 259 Cornell. While they are digging for the sanitary sewer, the contractor will begin transferring water services for each residence on that side of the block from the old water main to the new water main.

The new water main has successfully passed all tests, upon completion of the sanitary sewer repairs, the contractor will begin transferring water services for each residence from the old water main to the new water main. You will be notified prior to this work activity, which will require your water to be turned off for approximately 15 minutes during this transfer. If your existing water service line from your house to the sidewalk is made of lead, you will be notified and given additional information.

2016 Contract A - Construction Update 8/22/16

The roadway work will continue on West Grant. This phase included the removals of existing pavement, driveway aprons and sidewalk, and excavation for and placement of new stone base. Concrete work will begin after all base is placed. No schedule has been determined at this time.

On Monday, August 22 the contractor will begin construction of the new storm sewer on Good Avenue between Suffield and Ballard. 2016 Contract B - Construction Update 8/17/16

The new water main construction is complete, and it has passed the pressure test. The contractor is currently in the process of chlorinating and testing the water for safe drinking.

Storm sewer construction will begin this week from State to Drake. Once this block of storm sewer is completed, the contractor will begin transferring the water service for each residence from the old water main to the new water main. Your water will be turned off for approximately 15 minutes during this transfer. You will be notified prior to this work activity. If your existing water service line from your meter to the sidewalk is made of lead, you will be notified and given additional information.

2016 Concrete Program - Construction Update 8/17/16

The contractor is proceeding down the list of locations for concrete replacement. They are currently working in the 1st and 3rd wards, and will move to the 2nd and 6th wards next week.

If you have sidewalk, curb, and/or apron replacement scheduled through your driveway, the contractor will notify you a day or so prior to removing your driveway access.

Landscape restoration will be completed with sod or seed after Labor Day.

Des Plaines River Road Construction Update 8/12/16

August 12, 2016 

Phased construction is nearly complete at the Algonquin intersection. The last piece of pavement at the intersection has been placed. The intersection will be completely open to traffic next week, once the pavement cures and gains strength.

Placement of new pavement at the Oakton Street intersection is continuing. The contractor is scheduled to shift traffic Tuesday (8/16/16) to begin the final stage of pavement construction at this intersection.

The contractor is continuing to place concrete for sidewalk on the west side of River Road. This work was delayed but is scheduled to be complete by the end of next week (8/19/16).

2016 Contract A - Construction Update 8/8/16

All work is weather dependent and unknown utility conflicts may cause delays.

It is anticipated that the roadway work (pavement, apron, sidewalk removal and replacement) on Northwest and West Grant will begin as early as Tuesday, August 9. The contractor anticipates this phase of work will take approximately 20 days.

The contractor will begin at Northwest and Villa proceeding to Northwest and Grant, then turn South on West Grant and proceed to Southeast. Removal limits have been marked with pink or orange spray paint.

As part of this phase, all pavement, all curb, all driveway aprons, and sidewalks indicated in spray paint will be removed. After removing the pavement, curb and sidewalks, the contractor will excavate for the pavement base. Then a new stone base will be placed and graded. The contractor typically works in 200 to 400 foot sections at a time.

2016 Contract B - Construction Update 8/2/16

August 2, 2016 

CORNELL

Water main construction on Cornell will continue this week from Princeton to the cul-de-sac north of Harvard. Once the water main is completed, it will be pressure tested for leaks, then chlorinated and tested for safe drinking. The contractor will next complete the new storm sewer between State and Drake. Once this block of storm sewer is completed, the contractor will begin transferring the water service for each residence from the old water main to the new water main. Your water will be turned off for approximately 15 minutes during this transfer. You will be notified prior to this work activity.

CAMBRIDGE

The general contractor will continue removal of the existing pavement, curb, and aprons on Cambridge this week, from Princeton to Wisconsin. This activity will prevent you from accessing your driveway during normal working hours. Once the new stone base is placed, you will have driveway access until the new curb is poured. The contractor should complete the pavement removal from Princeton to Wisconsin by Wednesday, August 10. Once the pavement removal is completed, one side of sidewalk will be removed and replaced, as necessary. New curb is tentatively scheduled for the middle/end of August. One side of Cambridge will be completed at a time to prevent all residents from losing driveway access at the same time. It is still to be determined which side of Cambridge will be completed first.

Des Plaines River Road Reconstruction Project Update 7/29/16

July 27, 2016 

New pavement is complete on the west side of the Algonquin Road intersection. Thru traffic can resume eastbound and westbound on Algonquin. The contractor will now begin work on the northeast corner of the intersection with hopes to place concrete for the new pavement early next week.

Placement of new pavement at the Oakton Street intersection is continuing. The contractor is scheduled to shift traffic Friday (7/29/16) in order to begin the next stage of construction.

The contractor is placing concrete for sidewalk and residential and commercial driveways on the west side of River Road. This work is scheduled to be complete by the end of next week. The remaining asphalt work for those residents with asphalt driveways will be scheduled once the concrete work is complete.

Additional operations for next week include excavation and grading for west side landscape restoration (topsoil & sod), traffic signal work at the Oakton intersection, street lighting work at the Oakton intersection and preparation for permanent pavement markings.

All work may be delayed due to weather or unforeseen circumstances. Your patience and cooperation are greatly appreciated.

Construction signage and flaggers will continue to be used throughout the project. Expect delays while traveling through the project area and use an alternate route if possible.

2016 Contract B - Construction Update 7/7/16

The utility contractor is continuing the construction of storm sewer on Cambridge.

On Monday, July 11, the general contractor plans to begin complete removal of the existing pavement, curb, and aprons on Cambridge, starting at Northwest Highway. This activity will prevent you from accessing your driveway during normal working hours. Once the new stone base is placed, you will have driveway access until the new curb is poured. The contractor should complete the pavement removal from Northwest Highway to Princeton by Friday, July 22.

In preparation for road improvements, the north half of River Road in Des Plaines will be temporarily closed to thru traffic from Oakton Street to Algonquin Road, beginning Thursday, June 16, 2016 at 6:00 A.M. to Saturday, June 18, 2016 at 6:00 A.M. During the road closure, a detour route will be used to direct traffic around the road closure. Thru traffic will be detoured via Oakton Street to Mannheim Road to Algonquin Road. The northbound lane will re-open to local traffic in the evening, at the end of each day. Southbound traffic will not be allowed and will remain closed during the duration of the concrete pour.

Des Plaines River Road Update 6/3/16

June 6, 2016 

This week the contractor completed fine grading the stone base of mainline River Road. They also mobilized equipment for concrete paving and delivered the pavement dowel bars and tie bars. The contractor is scheduled to place the dowel bars and tie bars next week and continue fine grading the side street intersections.

The underground contractor continued to work on the project. Additional storm sewer items were installed on the west side of River Road and various storm sewer manholes, sanitary sewer manholes and water valve vaults were adjusted to the correct elevation.

Traffic control items were added, repaired or replaced as required.

The project is a approximately three weeks behind schedule however the contractor still expects to complete the project on time.

Construction signage and flaggers will continue to be used throughout the project. Expect delays while traveling through the project area and use an alternate route if possible.

River Road Reconstruction Update 5-31-16

May 31, 2016 

The contractor continued placing the capping stone for the stone base this week. The majority of the material was placed on the north half of the project, from Riverview to Henry. The contractor has mobilized equipment for fine grading the stone base. Layout and elevation checks for the stone base fine grade operation is taking place. The fine grade operation is scheduled for next week, weather depending. Driveway and side street access has been restored throughout the project.

Subcontractors continue to work on the project. Underdrain installation was completed from Welwyn to Oakton. Various manhole adjustments were also made. Additional landscaping was completed on Oakton on the south side, near the bridge and on River Road near the Forest Preserve property. Fading and deteriorated pavement markings were refreshed and all traffic control devices were inspected and if needed, were repaired or replaced.

The project is a still behind schedule however the contractor is optimistic, with good weather some days can be recovered.

Construction signage and flaggers will continue to be used throughout the project. Expect delays while traveling through the project area and use an alternate route if possible.

River Road Reconstruction Update 5-19-16

May 19, 2016 

The contractor has completed the majority of excavation and placement of the stone base from the south limit to Oakton. Excavation and stone placement is now being performed from Oakton to the north limit. This work is temporarily restricting driveway and side street access for a few days but the contractor is keeping these restrictions to a minimum. It is anticipated that the major excavation and stone placement will be complete by the end of May.

Concurrently subcontractors are continuing their work on the project. Underground work is being completed for the new traffic signals and lighting at the Oakton intersection as well as improvements to the traffic signals at Algonquin. Landscape restoration has occurred on the east side of River Road, along the Forest Preserve property. Traffic control is constantly being monitored and adjustments are made as needed depending on construction operations.

Construction signage and flaggers will continue to be used throughout the project. Expect delays while traveling through the project area and use an alternate route if possible.

Starting Friday, May 6, alley reconstruction work will begin on the alley bounded by Orchard and Linden on the east and west, and Oakton and Riverview on the north and south. The City of Des Plaines is scheduled to construct a new Sanitary Sewer main line from Pennsylvania Av and Algonquin Road to Devonshire Dr and Elmhurst Rd. The general contractor is John Neri Construction, and the City of Des Plaines will observe all construction operations. The project is scheduled to begin on May 2, 2016 with an overall completion date of December 15, 2016.

The new sewer line will be installed on the following streets:

  • Algonquin Rd (Pennsylvania Av to Andrea Ln)
  • Andrea Ln (Algonquin Rd to Jill Ct)
  • Jill Ct (Andrea Ln to Susan Dr)
  • Susan Dr (Jill Ct to Devonshire Dr)
  • Devonshire Dr (Susan Dr to Elmhurst Rd)

The sewer line will be augered to minimize surface disruption. However, work areas will be established at locations where new manholes will be installed. As part of the project, there will be street and intersection closures at various times and locations. In addition, a work zone on the south side shoulder of Algonquin Road will be established. More detailed information concerning work areas, street closures, detour routes and the project schedule will be distributed as the project progresses.

The contractor will begin at Algonquin and Pennsylvania and proceed in the order of the streets and limits listed above.

Welwyn Avenue at River Road Closed 2-3 Weeks

March 7, 2016 

The intersection of River Road and Welwyn Avenue will be closed to traffic beginning Monday, March 7, 2016. The intersection will be closed for construction of the new southbound lanes of River Road. The intersection will be closed for approximately 2-3 weeks, depending on weather. Motorists can use Howard Avenue, one block north of Welwyn, to access the local businesses. Residents can access their homes from the west, using Cedar Street.

Temporary Closures on Touhy Avenue at Union Pacific Railroad Crossing

March 3, 2016 

The Illinois Department of Transportation (IDOT) announced that temporary lane closures will take place on Touhy Avenue (Illinois 72) at the Union Pacific Railroad crossing, just west of Mount Prospect Road, in Des Plaines, beginning, weather permitting, Friday, March 4. The closures are necessary to make repairs to the railroad crossing.

In order to complete the work, two westbound lanes of Touhy Avenue will be closed from 9 a.m. to 3 p.m. on Friday, March 4 and Saturday, March 5.

River Road Reconstruction Update 3-3-16

March 3, 2016 

Preliminary work has started for the next stage of the River Road Reconstruction Project. Major operations, including pavement removal and earthwork, are scheduled to begin next week. This work will take place throughout the project, from Sherwin to Henry, on the west side of the street.

There will be an increase in truck traffic. Other construction equipment will also be moving within the project limits. Please note the construction signage and flaggers which will be used throughout the project. Expect delays while traveling through the project area and use an alternate route if possible.

You may or may not be affected by the city’s Rear Yard Drainage Improvement work. This work is tentatively scheduled to begin the week of February 29. The City’s contractor is Martam Construction Co. and their hours of work are Monday to Friday, 7:00 AM to 6:00 PM.

River Road Reconstruction Update

February 1, 2016 

Stage 2 construction is complete and traffic is utilizing the newly constructed pavement. The River Road traffic configuration will remain one lane for northbound traffic and one lane for southbound traffic during the next construction stage.

Major operations for constructing the west pavement lanes are currently on-hold due to winter weather. Once temperatures are consistently above freezing work will resume. It is anticipated for work to start again in late February or March. Ancillary work such as traffic control, erosion control and maintenance will continue on an as-needed basis.
